If you need a lot of mini popcorn bags for a circus scene, movie party or festival diorama.... cut , fold, glue sides and bottom. Leave a little extra for glued overlap. Sides are shaded, can be folded inward. For zigzag top, cut with pinking shears. Poplin might work well for this, especially using fabric stiffener or matte mod podge.
